Your agent’s requirements turned into a hosting category and a provider shortlist, with the reason behind every match.
Hosting category for your agent: AI VPS with persistent storage
An always-on agent without a local model needs a small server more than GPU compute. Persistence, access and location decide the shortlist.

Other providers, ranked
Not ruled out by a required answer, but a weaker fit: they run this workload only partly, meet fewer of your requirements or could not be checked against all of them.
Ruled out by a required answer
- Hyperstack — Budget: Cheapest option $255.50/mo is above your budget.Cheapest option ≈ €228.27/mo is above your budget.
- Lambda — Runs this workload: No always-on CPU server plan in our dataset.
- Modal — Runs this workload: No always-on CPU server plan in our dataset.
How this works
1. The hosting category
Only GPU need, uptime and management decide the category. The rules are checked top to bottom and the first match wins.

2. Ranking
- Runtime support and workload fit are always required. Management is required when you pick managed or self-managed, and the budget whenever you set a limit. The other questions are Required, Preferred or Not needed.
- Each check scores 2 points when met, 1 when partly met and 0 when not verified or not met. Required checks count 2 times.
- A provider that does not meet a required check is ruled out and listed with the reason. A check we could not verify never rules a provider out: it scores nothing and shows up as a trade-off.
- The budget of an agent that runs 24/7 is the exception: only a price we can check passes it. A provider whose price is not published, or not republished under its terms, is neither ranked nor ruled out. It is named next to the shortlist with a link to its pricing, so it is never the answer to your budget.
- Providers that run the workload come first, then those that run it only partly (for a GPU agent on demand: GPU instances you start and stop yourself, or a per-token model API), so a partial fit never outranks a full one. Within each group, providers are sorted by points, then by runtime support (“Official template”, then “Documented setup”, then “Community guide”; “Manual setup”, a model API or no record rank equal), then by entry price (lowest first, unpriced last), then by name. The first 3 form the shortlist.
- Only hosting counts as runtime support. A provider whose models the runtime calls (a model API, for example for Hermes Agent) or that only integrates with the runtime is shown as not verified, and so is “Manual setup” on a generic server.
- A serverless product only counts as running your agent when the provider publishes serverless GPU prices billed while your containers run. A per-token model API cannot run your agent or your own model, so it counts as partly, with the provider's own description shown. For an agent without a GPU, the check says that these published prices are for GPU containers.
- The EU and US checks read where the offered plan or GPU runs, never the provider's other products: a provider's EU servers are no evidence for its managed agent plan. With a GPU needed, they read the regions of the GPU offers themselves, the way the GPU cost calculator does; for a 24/7 agent without a GPU, the region scope of the always-on plans. The plan or GPU behind the entry price must be listed in the area to meet. One whose location there is not published or not recorded is not verified, and one that runs only elsewhere does not meet it. With a location required, only plans and GPUs that can run there set the entry price; with it preferred, the cheapest one listed there sets it when it fits your budget, and the check counts as partly when only one elsewhere does. The US means the country, not North America.
- “Managed platform” means the provider runs the agent's servers: a managed agent plan, or a serverless platform for GPU or on-demand agents. Managed Kubernetes, databases or model APIs next to a server you run yourself count as partly.
- Entry price: for an agent without a GPU that runs 24/7, the cheapest always-on server plan with at least 1 GB of RAM (OpenClaw's own DigitalOcean guide runs on 1 GB), at its standard or renewal monthly price, or its hourly price × 730 hours. Introductory prices are never used. If you ask for a managed platform, a provider with a managed agent plan is priced by that plan. With EU or US required, only plans that can run there are used, so a price from one region never stands in for another. With a GPU, the cheapest no-commitment GPU offer × its GPU count × 730 hours, or the provider's monthly price where its hourly billing stops at one (Hetzner); spot prices can be interrupted and reserved prices need a term, so neither counts. One-off setup fees are named next to the price, not added to it. On-demand workloads have no entry price, because the cost depends on how long the agent runs.
- Prices a provider's terms do not let us republish are never used: that provider has no entry price and is never checked against a budget. With a budget limit for a 24/7 agent it is left out of the ranking and named next to the shortlist with a link to its live pricing; on demand or without a limit it is ranked on its other checks, and its card links to its live pricing.
- The next steps link to the category comparison, repeat your required filters, then point to a runtime compatibility page (or the VRAM calculator when you need a GPU, set to Hermes Agent's 64K minimum context for Hermes) and our guide to running an agent 24/7.
3. Requirement checks
- Checked against: The provider's record for hosting the chosen runtime; for a custom container, its Docker support. A record that the provider serves models the runtime calls (a model API) or only integrates with it does not count as hosting.Scoring: “Official template” or “Documented setup”: meets. “Community guide”: partly. “Manual setup” on a generic server only, a model API or integration only, or no record: not verified. “Not supported”: does not meet.
- Checked against: GPU offers, always-on server plans (VPS, CPU instance, dedicated server, managed agent plan), the serverless feature and serverless GPU prices billed only while running.Scoring: GPU needed and 24/7: at least one GPU offer. GPU needed on demand: serverless GPU prices billed only while running (scale to zero) meet; GPU instances you start and stop yourself, or a serverless product without such prices (for example a per-token model API), count as partly. No GPU and 24/7: an always-on plan without GPU. No GPU on demand: a serverless platform that runs your own containers and bills only while they run meets; other serverless products and always-on servers count as partly. The evidence for such a platform is its serverless prices billed while running; in our dataset those are prices for GPU containers, and the check says so. With EU required, only GPU offers that can run in the EU count (see EU region).
- Checked against: Managed: a managed agent-hosting plan (no GPU), or a serverless platform that runs your containers (GPU or on-demand agents); otherwise the managed-service feature. Self-managed: SSH access or root access.Scoring: Managed: a managed agent plan or a serverless platform meets. Other managed services (Kubernetes, databases, model APIs) while you run the agent's server yourself: partly. No managed service: does not meet. Not researched: not verified. Self-managed: SSH or root access verified meets; limited access partly.
- Checked against: Where the offer or plan behind the answer runs, never the provider's other products. For a 24/7 agent without GPU, the region scope of its always-on plans (with a managed platform chosen, of its managed agent plans): a plan sold in every region of the provider runs in its EU regions, a plan whose region depends on stock or selection may, a plan limited to the US or Asia does not, and a plan without a recorded location is not verified. With a GPU needed, the regions listed for its GPU offers, read the way the GPU cost calculator reads them. On demand without GPU, the EU-region feature and the provider's listed EU regions.Scoring: The plan or GPU offer behind the entry price (on demand with a GPU: the serverless GPU offers) listed in an EU region: meets, or partly when the EU-region feature is limited. The provider lists EU regions but not which of them carry this plan or offer, or our data records no location for it: not verified. It runs only outside the EU: does not meet. On demand, GPU instances listed in the EU without serverless GPUs there count as partly. With EU required, only plans and GPU offers that can run in the EU set the entry price; with EU preferred, the cheapest one listed in the EU sets it when that fits your budget, and if only one outside the EU fits, the check counts as partly. On demand without GPU: the EU-region feature verified, or not researched but an EU region listed, meets; limited: partly; researched and not offered: does not meet; otherwise not verified.
- Checked against: The same offers and plans as the EU check, located in the United States: a region whose country is the US. Canada, Mexico and a provider's “North America” are not the US.Scoring: The same rule as the EU check: listed in a US region meets, region not published or not recorded is not verified, only outside the US does not meet. A provider without a listed US region does not meet.
- Checked against: The root-access feature.Scoring: Verified: meets. Limited: partly. Not offered: does not meet. Not researched: not verified.
- Checked against: The customer-managed keys feature (BYOK): encryption keys you supply or manage yourself (a KMS key, SSE-C) for the provider's storage or services. Your own API keys for a model provider are not part of this check.Scoring: Verified: meets. Limited: partly. Not offered: does not meet. Not researched: not verified.
- Checked against: The persistent-storage feature.Scoring: Verified: meets. Limited: partly. Not offered: does not meet. Not researched: not verified.
- Checked against: The backups feature; snapshots alone count as partial.Scoring: Backups verified: meets. Limited backups, or snapshots only: partly. Backups not offered and no snapshots: does not meet. Otherwise: not verified.
- Checked against: The entry price: the cheapest always-on plan with at least 1 GB RAM at its standard or renewal price (introductory prices are never used; with a managed platform chosen, the provider's managed agent plan when it has one), or the cheapest no-commitment GPU offer (not spot or reserved) run 24/7 (730 hours a month, but at most the monthly price where the provider's hourly billing stops at one). Either is chosen among the plans or GPU offers the location checks read, so a price from one region never stands in for another: with EU or US required, the plans or offers listed there, or, if none is, those whose location there is not published. Prices and budgets exclude VAT and sales tax.Scoring: At or under the budget: meets. Above it: does not meet. On demand: not verified, because the cost depends on how long the agent runs. For a 24/7 agent, no published entry price or a price the provider's terms do not let us republish: not checked, so the provider is neither ranked nor ruled out but named next to the shortlist with a link to its pricing.
4. What never changes the result
Commercial relationships are not an input. Affiliate links, referral payouts and sponsorships are kept apart from the data the selector receives, which holds only the fields listed above. An automated test runs the selector with affiliate links switched on and off and requires identical results. Missing research is shown as “Not verified” rather than guessed.
